DISCUSSION / BACKGROUND:

On June 20, 2017, (File ID No 17-0551, Agenda Item 33) the Board of Supervisors approved the adoption of the County’s Mental Health Services Act Three-Year Program and Expenditure Plan, covering Fiscal Years (FY) 2017/18 - 2019/20.  Additionally, on June 26, 2018, (File ID No: 18-0874, Agenda Item 47) the Board authorized the implementation of the MHSA FY 2018-19 Annual Update.

 

The proposed Agreement for Services 3638 with Stanford Youth Solutions (SYS) fulfills a project in the Fiscal Year 2017/18 - 2019/20 MHSA Plan: Prevention and Early Intervention component/Prevention Wraparound Services: Juvenile Services

 

SYS will provide intensive services utilizing a strength-based, needs-driven, family-centered and community-based approach.  There are four phases of this program: 1) Engagement between youth, family, and Wraparound team; 2) Development of a plan of action; 3)  Implementation of the individualized treatment plan; and 4)  Transition to community resources.  It is expected that the services will enhance family reunification and/or permanency, safety, and well-being for youth and families who are at risk of involvement with or are involved in the child welfare system and/or juvenile justice programs, but whose needs do not rise to the level of Specialty Mental Health Services.  This pilot program was designed to run for two years, but will run through June 30, 2020 and will be evaluated for continuation in the next MHSA plan.

 

In accordance with Board of Supervisors Procurement Policy C-17, Section 7.11, the contractor selection process for service contracts in excess of $100,000 must include a review of the scope of services and contractor’s professional qualifications by a group of individuals (including at least one representative from outside the department requesting the services) qualified to judge the contractor’s ability to perform the services.  HHSA has documentation on file that such a review was performed for Agreement #3638 with Stanford Youth Solutions.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, HHSA would be unable to carry out the pilot program which would limit HHSA’s capacity to comply with the approved MHSA Plan.

FINANCIAL IMPACT:

This Agreement for Services utilizes Mental Health Services Act, State and Federal funding.  Funds have been allocated for this Agreement in fiscal year 2018-19, and will be continue to be allocated in future fiscal years for the duration of the Agreement. 

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain signature of Chair on two (2) original Agreements for Services 3638.

2) Clerk of the Board to return one (1) fully executed Agreement to HHSA Contracts Unit at 3057 Briw Road.
