FUNDING:   100% State Funding - Mental Health Services Act.

Body

DISCUSSION / BACKGROUND:

In 2004, California voters passed Proposition 63, the Mental Health Services Act (MHSA), which designated funds to provide a broad continuum of services, including community services and supports, prevention and early intervention, capital facilities and technology, innovation projects, and workforce training.  MHSA requires county mental health programs to develop Program and Expenditure Plans every three fiscal years.  On June 20, 2017, the Board approved El Dorado County’s MHSA Three-Year Program and Expenditure Plan covering fiscal years 2017-18 through 2019-20 (File ID: 17-0551, Agenda Item No. 33).

The Primary Intervention Project (PIP) is one of the prevention projects of the County’s MHSA Three-Year Plan that addresses the community’s mental health needs.  To implement the project the County contracts with Tahoe Youth and Family Services, Inc. (TYFS) in Agreement 43 (018-S1711, File ID: 16-0418, Agenda Item No. 20).

This Agreement with TYFS is due to expire on June 30, 2019; however, the Primary Intervention Project (PIP) is being continued through the final fiscal year of the County’s MHSA Three-Year Plan.  Therefore, Amendment 1 updates the scope of services language, increases the maximum obligation, and extends the term through June 30, 2020 to align with the end date of the current MHSA Three-Year Plan.

In accordance with Board of Supervisors Procurement Policy C-17, Section 7.11, the contractor selection process for service contracts in excess of $100,000 must include a review of the scope of services and contractor’s professional qualifications by a group of individuals (including at least one representative from outside the department requesting the services) qualified to judge the contractor’s ability to perform the services.  HHSA has documentation on file that such a review was performed for Agreement 43 with TYFS.

ALTERNATIVES:

Should the Board decline to approve this recommendation, the Health and Human Services Agency (HHSA) would continue to provide the services through existing contracts, but HHSA’s ability to offer the specific services contained in this Agreement will be limited.
