DISCUSSION / BACKGROUND

The current mobile command vehicle utilized by the Sheriff’s Office is over 20 years old and can no longer meet the needs of the current emergency management environment.  The current vehicle is not multi-functional, the annual maintenance costs are increasing, it is too small, and the vehicle doesn’t have the capability to be upgraded with current technology.  The Sheriff's Office will utilize this new mobile command vehicle solution for Office of Emergency incidents, Homocide Crime Scenes, SWAT call outs and general critical incidents where a Command Post is needed to carry out operational law enforcement activities on location.

 

TriVan has been chosen to design, engineer and build the trailer.  They will also be custom upfitting the already purchased Ford F-550 Truck.  Due to TriVan's "Snap Lock" panel wall system and proprietary techniques, the Sheriff's Office has worked with Procurement to designate TriVan as a Sole Source provider for the building of the trailer and custom upfitting of the Ford F-550 Truck.  Together, the Truck and the Trailer will serve as the Sheriff's Office mobile command vehicle.

TriVan Truck Body will design, engineer, manufacture, install and deliver a custom 5th wheel trailer and custom upfit the Ford F-550 Truck purchased earlier in FY 2018/19 in a way that fits the multi-mission operability needs of the Sheriff’s Office; one which is best suited to the terrain in El Dorado County.  TriVan Truck Body has been identified as a vendor that has extensive experience engineering, testing, and building custom emergency operations trailers and tow vehicles for law enforcement agencies across the U.S.  The ever evolving environment of emergency management requires a versatile mobile command vehicle that can serve a variety of functions at the same time (emergency operations, criminal investigations, communications, and public relations). TriVan Truck Body’s custom design, engineering, and manufacturing capabilities meet these needs. In addition to the custom design offering, TriVan Truck Body’s construction system is proprietary. They use an extruded aluminum interlocking “Snap Lock” wall panel system to construct the exterior walls of its trailers.

 

El Dorado County is unique in its geography, and the different locales that an emergency command vehicle will have to respond to.  Selecting a mobile command vehicle of our choosing and design allows us to better respond to many missions in our County.  TriVan Truck Body is not only able to customize the emergency command trailer, but will also customize a County provided Ford F550 Truck with a custom built bed/box to tow the emergency command trailer, store all of the necessary equipment to tow the trailer, and will be built to tow all equipment of similar weight such as a snow cat, boat, jeeps, etc.,

 

A new command trailer is listed on the El Dorado County Sheriff’s Office Fixed Asset List for Fiscal Year 2018-19.

 

County Procurement and Contracts has signed off on the Non-Competitive Bid Purchase Justification form for this purchase.

FINANCIAL IMPACT

No Change to Net County Cost. The use of $1.2 million in Rural Counties funding was approved in the Sheriff’s Office FY 2018-19 budget. By purchasing a fifth-wheel style unit and custom tow vehicle rather than a self-propelled unit,  the Sheriff's Office will recognize significant savings.
