Surveyor's Office recommending the Board:
1) Acknowledge and consent to a grant deed and irrevocable offer of dedication for road right of way and public service easement on Assessor’s Parcel Number 126-070-001;
2) Acknowledge and consent to a grant deed and irrevocable offer of dedication for a drainage easement on Assessor’s Parcel Number 126-070-001;
3) Acknowledge, consent, and accept a grant of temporary construction easement on Assessor’s Parcel Number 126-070-001;
4) Authorize the chair to sign the consent to grant deed and offer of dedication for the road right of way and public service easement and to record the grant deed and irrevocable offer of dedication document with the consent attached. Authorization for recording said offer is pursuant to government code section 7050;
5) Authorize the chair to sign the consent to grant deed and offer of dedication for the drainage easement and to record the grant deed and irrevocable offer of dedication document with the consent attached. Authorization for recording said offers is pursuant to Government Code section 7050; and
6) Authorize the chair to sign the certificate of acceptance and to record the grant of temporary construction easement document with the certificate attached. Authorization for recording said offers is pursuant to Government Code section 7050.

DISCUSSION / BACKGROUND
The Surveyor's Office received an application from Shiva Nayeb and Ali Payravi, as wife and husband as community property with right of survivorship, for a grant deed and irrevocable offer of dedication for road right of way and public service easement (IOD) and a grant deed and irrevocable offer of dedication for a drainage easement (IOD), and a grant of temporary construction easement (TCE) on Assessor’s Parcel Number 126-070-001, and being more particularly described in Exhibit “A” and depicted on Exhibit “B” of the attached Exhibits. The IOD dedications are to remain in effect and run with the land until such time as the Board of Supervisors makes a finding of necessity for public purposes and accepts said offer by resolution. Said dedications are in support of the Malcolm Dixon Area of Benefit Public Road Improvements. The TCE shall be for a period of two years from the date of recordation of the document, or upon completion of the construction project, whichever shall occur first, at which time said easement will expire. Said grant is in support of the Malcolm Dixon Area of Benefit Public Road Improvements.
ALTERNATIVES
An alternative would be to not accept the IODs and TCE. By utilizing this alternative, the County or developers would be unable to meet improvement obligations of the Malcolm Dixon Area of Benefit Public Road Improvements.

OTHER DEPARTMENT / AGENCY INVOLVEMENT
The Department of Transportation has reviewed said IODs and TCE and supports the consent to the making of these Grant Deed and Irrevocable Offer of Dedications and the Grant of Temporary Construction Easement.
CAO RECOMMENDATION
It is recommended that the Board approve this item.
FINANCIAL IMPACT
The Surveyor's Office collects a fee for processing the Irrevocable Offer of Dedication on a time and materials basis. There is no financial impact as a result of the approval of this item.
CLERK OF THE BOARD FOLLOW UP ACTIONS
1) The Clerk of the Board will obtain the Chair’s signature on two (2) Consent to Grant Deed and Offer of Dedication.
2) The Clerk of the Board will obtain the Chair’s signature on one (1) Certificate of Acceptance
3) The Clerk of the Board will record the IODs with the signed Consent attached to the back of the document.
4) The Clerk of the Board will record the TCE with the signed Certificate attached to the back of the document.
5) The Clerk of the Board will return a copy of the recorded IODs and TCE to the Surveyor’s Office.
