2) Approve and authorize the Chair to sign the Transmittal Letter for submission of said Area Plan Update to the California Department of Aging.

 

FUNDING:  21% Federal Funding, 31% County General Fund, and 48% Donations.

DISCUSSION / BACKGROUND:

At the Board of Supervisors (BOS) Agenda meeting on May 17, 2016 (File ID 12-0544, Item 14), the Area Agency on Aging Fiscal Year (FY) 2016-2020 Area Plan (Area Plan) was presented and approved.  The FY 2017-2018 annual Area Plan update was presented to the BOS on May 9, 2017 (File ID 12-0544, Item 17) and  the FY 2018-2019 annual Area Plan update was presented to the BOS on May 15, 2018 (File ID 12-0544, Item 8).  The FY 2019-2020 annual update is the third and final update for the current Area Plan. 

 

The Commission on Aging (COA) is the advisory council for the Area Agency on Aging and is actively involved in all aspects of the 2016-2020 Area Plan.  The Area Plan update was developed with input from the COA.  The COA works with the Director of the Area Agency on Aging on community interests and issues faced by seniors in El Dorado County.  The COA also assisted HHSA staff in developing goals and objectives identified in this annual Area Plan update that addresses the needs and interests of older individuals in the community, including their caregivers.

 

The County is required to submit an annual update to the four-year Area Plan to the State in accordance with California Code of Regulations, Title 22, Division 1.8. Chapter 3, Article, 3, Section 7304 to the California Department of Aging (CDA).  The annual update must be approved by the Board of Supervisors, as the governing board of the El Dorado County Area Agency on Aging.

 

The required annual reports track progress toward meeting identified goals and the annual updates to the Area Plan allow for revision of objectives as necessary to reflect changing needs within the community.  The Area Plan update also identifies upcoming changes to the demographic data collection questions.

 

The FY 2019-2020 update provides a description of significant accomplishments that occurred during FY 2018-2019 and provides guidance in FY 2019-2020 for the ongoing provision of senior services in El Dorado County.

 

The following accomplishments during FY 2018-2019 are described in the attached Area Plan update and include:

 

Area Agency on Aging

-  Increased meals served by Senior Nutrition Services.

-  Meals delivered in anticipation of inclement weather.

 

Commission on Aging

-  Second annual retreat on November 8, 2018.

-  Completion of a new monitoring process for senior services.

-  Continued development of the Outreach Team.

-  Creation of the non-profit agency Safety Accommodations for Elders and Disabled (SAFE-D).

 

The FY 2019-2020 Area Plan Narrative Goals and Objectives continue to focus on the following:

-  Outreach.

-  Education and training.

-  Availability of aging services.

-  Changing needs of Seniors.

-  Elder Abuse Prevention.

 

ALTERNATIVES:

Disapproval of the Area Plan Update will cause the County to be out of compliance with the requirements of the funding source.

The El Dorado County Commission on Aging reviewed the Area Plan Update on Thursday, April 18, 2019.

 

CAO RECOMMENDATION:

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

There is no financial impact with this Agenda item.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1. Clerk of the Board to obtain signature of Chair on three (3) Transmittal Letters.

2. Clerk of the Board to return two (2) originally signed Transmittal Letters and one certified minute order to the HHSA Contracts Unit at 3057 Briw Road.
