DISCUSSION / BACKGROUND:

Health and Human Services Agency (HHSA) recommending the Board accept funding from the California Department of Community Services and Development (CSD) to expand or enhance direct service programs.

 

On April 22, 2019 HHSA received this Community Services Block Grant Agreement 19F-4411 for the purpose of providing discretionary funds to support the expansion or enhancement of direct service programs and/or agency capacity in the areas of data management and reporting, strategic planning, automation or resource development.  For acceptance of this Grant, the signed documents are due back to CSD no later than May 27, 2019.

 

Community Services Block Grant (CSBG) dollars are intended to target services and activities which support addressing employment, housing, nutrition, emergency, and other types of human services for low-income populations.

 

HHSA is planning to use the funding for a contract with Tahoe Coalition for the Homeless, as they are uniquely qualified to implement Homeless Prevention and Diversion Services.  Tahoe Coalition implements the Continuum of Care's (CoC) Coordinated Entry System, which is a legal responsibility of the CoC. In short, it's a County-wide intake into homeless housing programs. With Prevention and Diversion Services being key components of Coordinated Entry, CSBG dollars will help supplement critical services for Coordinated Entry. Federally compliant policies and procedures for Coordinated Entry exist, including prevention and diversion policies.

 

Tahoe Coalition for the Homeless will utilize these funds to provide Homeless Prevention Services for individuals identified as at-risk of facing homelessness through rent supplements and support services to help them access rental housing in the private (non-subsidized) housing market.  They will also provide Homeless Diversion services, preventing individuals from needed to access homeless services at the front door of the homelessness response system (CoC and Coordinated Entry) by helping individuals identify immediate alternative housing arrangements and, if necessary, connecting them with services and financial assistance to help them return to or access permanent housing.  The target goal of the program will be to provide prevention or diversion services to 8 households.

 

ALTERNATIVES:

The Board could choose to not accept the additional funding, thereby reducing funding for the Community Services programs.

CAO RECOMMENDATION:

It is recommended that the Board approve this item.

There is no Net County Cost associated with this revenue Agreement.
