DISCUSSION / BACKGROUND
The fifteen-member El Dorado County Early Care and Education Planning Council (LPC) is appointed by the El Dorado County Board of Supervisors and Superintendent of Schools. The mission of the El Dorado Early Care and Education Planning Council is to provide leadership and advocacy for development of quality, accessible, affordable early care and education services for children and families in El Dorado County. The Council is required to fulfill mandates as established by Education Code section 8499.5 including an assessment of child care needs in the county, a comprehensive strategic plan, and submission of zip code priorities for subsidized care. The documents for Board of Supervisors consideration for approval include 2019 Zip Code Priorities for Subsidized Care.

The 2019 Zip Code Priorities for subsidized care provides data that is used by the California Department of Education for prioritizing locations of subsidized child care based on estimated eligible child population and current enrollment data. The Council reviews this data, uses local information to inform the priority setting process, holds a public hearing, and submits the priorities to the California Department of Education after Board of Supervisors approval.

ALTERNATIVES
The Board may choose not to approve the zip code priorities for State funded care and provide direction to the Council and/or direct staff to take other action.
