The River Management Advisory Committee (RMAC) has been an integral part of the River Management Plan (RMP) for the South Fork of the American River since its inception in 1987 with the adoption of Resolution No. 340-87. The RMP called for the establishment of a standing committee to oversee the plan’s administration and to consider and make recommendations regarding amendments and related matter. The RMP was updated on February 13, 2018 by the Board of Supervisors and, as a result, the role of RMAC was removed from the RMP but RMAC was not dissolved at that time.

The residents of the Coloma Lotus Community have expressed interest in having input into other issues of concern in their community as well as river related issues. A Special RMAC Meeting was scheduled for March 18, 2019 (19-0372) to discuss the current status of RMAC and explore alternative styles of community advisory groups. The RMAC meeting was officially canceled due to a lack of a quorum of members in attendance. Due to the many community members present, Lori Parlin, District 4 Supervisor, held an informal meeting to discuss different types of community groups. This meeting was followed up with an online survey to receive additional community input on options for community advisory groups.

After consolidating the community input, an informal Coloma Lotus community meeting was held April 15, 2019 at the Gold Trail Grange Hall in Coloma. As a result, Supervisor Parlin proceeded with plans to put forth a Resolution to establish a Coloma Lotus Advisory Committee (CLAC) designed to allow for input on issues chosen by the community as needs arise.
