Title

Health and Human Services Agency recommending the Board:

1) Approve and authorize the Chair to sign Amendment I to Agreement for Services 38 (016-S1711) with Black Oak Mine Unified School District, for the provision of the Primary Intervention Project services on an “as requested basis”, extending the term for an additional year to June 30, 2020, increasing the compensation by $77,000 for a maximum contractual obligation of $308,000;

2) Make findings in accordance with County Ordinance 3.13.030 that it is more economical and feasible to contract with Black Oak Mine Unified School District for services provided under this Agreement because the contractor will provide equipment, materials, facilities, administration or support services related to services that may not be feasibly provided by the County; and

3) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 38 (016-S1711), including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.

DISCUSSION / BACKGROUND:

In 2004 California voters passed Proposition 63, the Mental Health Services Act (MHSA).  The MHSA imposes a one percent tax on personal income in excess of $1,000,000.  The funds from the tax are distributed to California counties and are intended to transform the Mental Health System into one that is consumer and family driven, is recovery oriented, accessible and culturally competent, and offers services appropriate for the population that is served. 

 

On June 20, 2017, (File ID No 17-0551, Agenda Item 33) the Board of Supervisors approved the adoption of the County’s Mental Health Services Act Three-Year Program and Expenditure Plan, covering Fiscal Years (FY) 2017/18 - 2019/20.  Additionally, on June 26, 2018, (File ID No: 18-0874, Agenda Item 47) the Board authorized the implementation of the MHSA FY 2018-19 Annual Update through June 30, 2019 which includes funding for the Primary Intervention Project from the Prevention and Early Intervention Component of the MHSA Plan.

 

The Primary Intervention Project is an evidence-based practice that offers short-term, individual, non-directive play services to students in kindergarten through third grade, who are at risk of developing emotional problems.  Based upon indications of difficulties experienced with adjustments in school, children are selected for program participation after completion of a standardized assessment and based upon input from the school-based mental health professionals and teachers.  Parental consent is required for student participation.  Consequently, parents or guardians and teaching staff build alliances to promote the student’s mental health and encourage social and emotional development.  In Fiscal Year 2014-15, Primary Intervention Project services were provided by Black Oak Mine Unified School District, El Dorado Community Vision Coalition and Tahoe Youth and Family Services, which in total served 214 unduplicated individuals.

 

Children in kindergarten through third grade are eligible for services under this project, with the priority target population being children who are underserved or un-served; without health insurance or with Medi-Cal insurance; isolated; and are at risk for school failure or dropout resulting from untreated mental health concerns.  The short-term goals of the Primary Intervention Project are to provide services in a school-based setting to enhance access to mental health services, build protective factors by facilitating successful school adjustment, and target violence prevention as a function of skills training.  The long-term goals of this project are to decrease school adjustment difficulties at an early age and to build protective factors to enhance youth resilience and mental health.

 

HHSA has contracted with Black Oak Mine Unified School District since 2010 for the provision of services under the Primary Intervention Project.

 

In accordance with Board of Supervisors Policy C-17, Section 7.11, the contractor selections process for service contracts in excess of $100,000 must include a review of the scope of services and contractor’s professional qualifications by a group of individuals (including at least one representative from outside the department requesting the services) qualified to judge the contractor’s ability to perform the services.  HHSA has documentation on file that such a review was performed for Agreement #38, (016-S1711).

 

ALTERNATIVES:

Disapproval of Agreement for Services 016-S1711 will result in a diminished ability for HHSA to meet the Primary Intervention Project requirements of the MHSA Plan.

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  Sufficient appropriations were included in the fiscal year 2019-20 budget, and will be included in future budgets for the term of the Agreement.
