DISCUSSION / BACKGROUND

Northern California Construction Training (NCCT) is a non-profit organization providing pre-apprenticeship training programs that provide students with training in construction based trades. The comprehensive program includes hands on training in construction trades, job safety and First Aid, preparation for entry exams to apprenticeship programs, development of appropriate work behaviors, certifications, and job placement services. These skills are not currently identified in County job classifications and NCCT offers a variety of training opportunities that it would not be feasible to hire and train additional permanent staff to provide.  Upon completion of the program, 85% of graduates are placed in employment with a continuing effort from NCCT to employ graduates not employed at the time of graduation.

 

In August 2018, The Probation Department entered into an agreement with NCCT. The program launched for clients in October of 2018. The NCCT supports the vision to create “Safer Communities through Changed Lives.” The program touches on several areas of the Evidence Based practices ribbon, including enhancing intrinsic motivation, employing positive reinforcement, and engaging our clients in an on-going community support function. Recently, three (3) clients attending the NCCT program were hired in the construction trade industry. Their successes for them as well as the community are remarkable.

 

The Probation Department continues to see an ongoing need to fulfil the rehabilitative needs of adult clients and provide vocational and educational trainings to increase options in viable career fields for former offenders. Many employers in the construction field offer job opportunities that are “felon friendly” and provide the ability to earn livable wages, which in turn has been shown to reduce recidivism and helps students become more successful and productive members of the public.

FINANCIAL IMPACT

Funding is included in the FY 2019-2020 Community Corrections Partnership Budget - Approved by Community Corrections Partnership on 04/01/2019, and is included in the County's FY 2019-20 Recommended Budget.
