Probation Department, through the Community Corrections Partnership, recommending the Board:
1) Approve a request for an additional $10,000 in budget appropriations in Fiscal Year 2018-2019 for the Probation Department contracted services Electronic Monitoring Program services; and
2) Approve a budget transfer to increase revenues and appropriations in the Probation Department and increase operating transfers out in the Community Corrections special revenue fund budget. (4/5 vote required)

DEPARTMENT RECOMMENDATION
Probation Department, through the Community Corrections Partnership (CCP), is recommending the Board approve a request for an additional $10,000 in budget appropriations in FY 2018-19 for the Probation Department contracted services Electronic Monitoring Program services provided by SCRAM of California and approve the $10,000 budget transfer to increase Probation budget revenue/expenditures.
Fund Balance will be used to cover the additional amount requested. The CCP approval of the additional use of fund balance for Fiscal Year 2018/2019 was obtained at a regular meeting of the CCP on June 14, 2019.
DISCUSSION / BACKGROUND
The Community Corrections Partnership (CCP) contracted services Electronic Monitoring Program services provided by SCRAM of California for FY 2018-19 budget appropriation in the amount of $134,000 as adopted by the Board of Supervisors on September 11, 2018. At this time, the expenditure pattern per month is approximately $17,000, estimating $68,000 for the remaining 4 months of Fiscal Year 2018-19, leaving a shortfall of approximately $10,000.
