Fiscal Impact/Change to Net County Cost:
There is no fiscal impact, and no net cost to the County General Fund associated with this agenda item.

Reason for Recommendation:
The Department of Transportation has received Irrevocable Offers of Dedication for road right of way and public utilities easements, Phase I and Phase II, situated along the westerly boundary of Tract 1, RS#29/87, as required for the Valley View Specific Plan (VVSP) set forth under the conditions for the West Valley Village TM06-1409. Said offers are for the Valley View Parkway, bordering the northwest perimeter of the project site, and will provide a future connection to the East Ridge Village area of the VVSP.

Said parcel is also identified as Assessor’s Parcel Number 118-130-33, and said dedications are more particularly described in Exhibit A and depicted on Exhibit B for Phase I, and described in Exhibit A and depicted on Exhibit B for Phase II, of the attached Resolutions. Said dedications are made by East Ridge Investors, a California Limited Liability Company. The subject property location lies east of Latrobe Road, and south of White Rock Road, in El Dorado Hills.

The maintenance for the road and drainage facilities will be performed by the West Valley Village Zone of Benefit #98612, as established by Resolution No. 233-2006, adopted on July 18, 2006, and as further amended. The maintenance for landscaping of the medians and roadsides will be performed by a master Home Owner’s Association for West Valley Village.
