Fiscal Impact/Change to Net County Cost: This MOA authorizes the expenditure of $50,000 to cover the County’s portion of funding the consultant costs. It includes $25,000 for last year and $25,000 for this year. This was included in the Development Services Department’s 2008-09 budget. Funding is from the General Fund.

Background: On April 4, 2006 your Board entered into a Memorandum of Agreement with the Tahoe Regional Planning Agency (TRPA) to assist in the development of an update of the Tahoe Regional Plan. The County agreed to assist with funding $50,000 and to provide staffing as needed. This assistance went towards Phase 1 of the update process, which resulted in the completion of the public visioning process, development of a management strategy, and establishing the process for consideration of demonstration projects.

TRPA continued with work on Phase 1.5 during FY 2007-08, and has begun work on Phase 2, which will focus on the development on new plan policies and an update of the Code of Ordinances. Staff had prepared modifications to the MOA over a year ago, but was unable to get a response from TRPA staff on the suggested language change until recently.
