Fiscal Impact/Change to Net County Cost:  There is no net cost to the County General Fund associated with this First Amendment to Agreement for Services # AGMT 08-1672.
 
Reason for Recommendation:  On July 1, 2008, your Board approved Agreement for Services # AGMT 08-1672 with American Reprographics Company, doing business as Brownie's Digital Imaging, to provide for the Department of Transportation on-call printing and reprographics services for one year with a not-to-exceed amount of $90,000.
 
The purpose of this First Amendment is to amend Article I, adding Amended Exhibit "A," to expand the scope of work to allow for electronic reproduction and the use of Contractor's PlanWell Enterprise™ On-line System, a system that provides project evaluation via an on-line planroom, maintains ongoing construction information for all users and allows for plans ordering; Article II to extend the expiration date of June 30, 2009 for an additional two years, expiring on June 30, 2011; Article III, adding Amended Exhibit "B," a new fee schedule for current and expanded services which maintains prices through the new termination date of June 30, 2011; Article XI, Notice to Parties, and Article XXI, Contract Administrator.
 
Expanded printing and electronic reprographic services are needed to meet current and upcoming Capital Improvement Program demands and to provide timely availability of plans, specifications, and estimates for bid packages, especially now with wider area contractor interest due to the current economic slowdown.  
 
The El Dorado County Operating Engineers Local Union No. 3 AFL-CIO,  has been informed of this proposed Amendment.
 
Concurrences:
The Purchasing Agent concurs that the Consultant has demonstrated its ability to perform the work based on prior experience with this consultant, qualifications of the consultant, and the availability of the consultant to perform the services.  The Purchasing Agent concurs that the Department's request is in compliance with Board of Supervisors Policy C-17, Sections 7.4.2 and 7.5.
 
Action to be taken following Board approval:
1. The Board Chairman will sign two (2) originals of First Amendment to Agreement for Services # AGMT 08-1672 with American Reprographics Company, LLC, doing business as Brownie's Digital Imaging.
2. The Board Clerk will forward one original of the fully-executed First Amendment to the Department for further processing.
