Title

Health and Human Services Agency recommending the Board:

1) Adopt and authorize the Chair to sign Resolution 107-2019, which delegates authority to the Director of the Health and Human Services Agency (HHSA) to apply for and accept any funding from the California Department of Housing and Community Development Notice of Funding Availability for the No Place Like Home allocation in the amount of at least $500,000;

2) Delegate authority to the Director of HHSA to execute any agreement resulting from the application including any amendment or documents required by the California Department of Housing and Community Development for the No Place Like Home allocation; and

3) Delegate authority to the HHSA Chief Fiscal Officer and Assistant Director of Administration and Finance to administer any agreement, or subsequent administrative documents relating to said allocation, including required fiscal and programmatic documents, as needed.

 

FUNDING: The program provides at least $500,000 in non-competitive funding allocation, which consists entirely (100%) of State funding from the No Place Like Home Program.  No matching funds are required.

DISCUSSION / BACKGROUND:

On July 1, 2016, Governor Brown signed legislation enacting the No Place Like Home (NPLH) Program for the development of permanent supportive housing, and authorized the State of California Housing and Community Development (HCD) to administer the NPLH Program for California counties.  The purpose of the NPLH Program is to acquire, design, construct, rehabilitate, or preserve permanent supportive housing for persons who are experiencing homelessness, chronic homelessness or who are at risk of chronic homelessness, and who are in need of mental health services.

 

The Health and Human Services Agency (HHSA) is recommending the Board of Supervisors approve and adopt the Resolution for Acceptance of Noncompetitive funds in the amount of at least five hundred thousand dollars ($500,000), and authorize the Director of HHSA, or his designee, to sign the required County Noncompetitive Allocation Acceptance Form.  The attached ‘NPLH Acceptance Form’ is due to HCD August 15, 2019.

 

NPLH funds are made available to Counties through this $500,000, or greater, Noncompetitive Allocation as well as a Competitive Allocation process.  The Noncompetitive Allocation may be as high as $836,801, but will be no lower than $500,000. Following the Noncompetitive Allocation process, Counties are then eligible applicants for the Competitive Allocation with an experienced housing development sponsor leading the project.  Over the next 12 to 16 months, should the Board approve of signing the required Noncompetitive Allocation Acceptance Form, HHSA plans to work with Mercy Housing to submit additional applications for the Competitive Allocation.  The NPLH noncompetitive funding would be used in conjunction with the Competitive funding to complete the housing project.

 

ALTERNATIVES:

Should the Board decline to sign the Resolution designating the Director of Health and Human Services Agency as the Authorized Representative for the County to apply for and accept the NPLH funding allocation and committing to submit a project application within 30 months, the County would be ineligible to submit a response to the NOFA, and as a result, the County would not be eligible to receive funding available through the NPLH program.

06/05/2018, 18-0759, No Place Like Home TA Grant- Corrected Resolution.  The Board previously approved a resolution supporting the No Place Like Home Technical Assistance Grant Application
