Department of Transportation recommending the Board:
1) Approve the addition of a 2019 Dodge Charger SXT AWD to the Fiscal Year 2019-2020 Department of Transportation's Fleet Replacement Vehicles Fixed Asset List;
2) Make findings that this purchase is exempt from competitive bidding in accordance with Purchasing Ordinance 3.12.160, Section D;
3) Authorize the Purchasing Agent to utilize the State of California competitively bid Contract 1-18-23-10B for the acquisition of one (1) 2019 Dodge Charger SXT AWD; and
4) Authorize the Purchasing Agent to sign a purchase order to the awarded state vendor, Elk Grove Auto Group in the amount of $26,017.00 plus applicable delivery, fees, and taxes (estimated at $2,044.98,) for a one time purchase following Board approval. DISCUSSION / BACKGROUND
The Fiscal Year 2019-20 Fixed Asset List was approved with the FY 2019-20 Recommended Budget; however, due to Fleet vehicle #16-271 being totaled, the Department of Transportation (Transportation) requests to add a replacement 2019 Dodge Charger SXT AWD to the fixed asset list. The budget transfer to cover the cost of the vehicle will be completed during the Final Budget process in September 2019. The vehicle is used as the Sheriff's Jail Bailiff car and is deemed critical for the Sheriff's Department. Currently, Dodge is still in production through July for the 2019 model year and the vehicle can still be ordered for faster delivery than the typical process.
The County Purchasing Ordinance, Section 3.12.160, describes exceptions that may be made to the competitive bidding process. The purchase of the Dodge Charger falls under (D) of this section, which requires that the item may be procured from a vendor that has a contract with another public agency; that the contract was awarded utilizing a competitive bidding process substantially the same as the County's; and that the item and terms of the transaction are the same, or substantially the same. For this purchase, Transportation is able to utilize the State of California competitively-bid Contract 1-18-23-10B with Elk Grove Auto Group.
ALTERNATIVES
The Board could chose to not approve the additional fixed asset item as proposed, although this would leave the Sheriff’s Department with inadequate vehicles for operations.

FINANCIAL IMPACT
The proposed additional fixed asset item would make use of the accident fund, which is funded through charges to other departments through the Fleet Internal Service Fund. The addition of this item to the Fixed Asset list results in an increase to Net County Cost totaling $28,061.98. The budget transfer will be completed during the Final Budget process.
