Human Services Department recommending the Chairman be authorized to sign Agreement for Services 778-S0910 with Progress House, Inc. in an amount not to exceed $170,000 for the term July 1, 2009 through June 30, 2012 for the provision of substance abuse testing and treatment services on an "as requested" basis for eligible CalWORKs clients.

Fiscal Impact/Change to Net County Cost:  No Change.  The Agreement is funded by the Social Services allocation with required County match met primarily with non-General Fund resources.  Funds are budgeted for FY 2009-2010 and will be budgeted for FY 2010-2011 and FY 2011-2012.
 
Reason for Recommendation:  The provision of substance abuse testing and other related services continues to be a successful tool to improve the lives of families served by the Department of Human Services (DHS), while contracting out to local vendors also continues to be the most efficient and cost effective method of delivering these services to eligible DHS clients.  Services are provided in accordance with treatment plans authorized by Department of Health Services Public Health staff working under an MOU with DHS to address client substance abuse issues to help them obtain or retain employment.  Agreement for Services 778-S0911 replaces prior Agreement 053-0711 with Progress House, Inc., will be effective upon execution and covers the term July 1, 2009 through June 30, 2012 with a maximum compensation of $170,000 during the three-year term.  
 
Note:  The agreement includes the County's standard "fiscal out" termination clause, as well as a provision for the County to terminate the agreement in seven (7) calendar days upon written notice.
 
Purchasing Agent Recommendations:  The County Purchasing Agent has reviewed the Department's request to contract with Progress House and has determined that a competitive selection process is not necessary as contracts are maintained with multiple local vendors for provision of substance abuse testing and treatment services to ensure that clients receive necessary services from the most appropriate and conveniently located vendor.  The Purchasing Agent, with CAO concurrence, has determined that it is appropriate to waive the requirement for outside review.
 
Action to be taken following Board approval:
1)  Chairman to sign two (2) originals of Agreement 778-S0911.
2)  Board Clerk's Office to return one (1) original Agreement to Human Services at Briw Road
3)  Department to distribute as appropriate.
