Fiscal Impact/Change to Net County Cost: No change.  
Contract No. R9070535-02 allocates $41,925 to El Dorado County for provision of augmented Workforce Investment Act Dislocated Worker activities during the term December 1, 2008 through December 31, 2009.  Allocated revenues are included in the FY 2009-10 County Budget Request and are expected to cover all anticipated Program costs.
 
Background:
On September 7, 2005, the Golden Sierra Governing Board approved the establishment of El Dorado County as the first Consortium Operator under the Local Workforce Investment Act Program, effective July 1, 2006.  On November 8, 2005, the Board of Supervisors adopted Resolution No. 339-2005 authorizing an Amended and Restated Joint Exercise of Powers Agreement for Golden Sierra Job Training Agency(GSJTA), including a provision giving the JPA the ability to pass El Dorado County's share of funds to the County to enable the County to provide job training services. The Golden Sierra Workforce Investment Board and their Governing Board approved the El Dorado/Alpine County Local Operator Business Plan on April 24, 2006 and April 26, 2006 respectively.  On June 20, 2006, the Board of Supervisors approved establishment of a budget and approved Human Services staffing for implementation of Workforce Investment Act Program activities effective July 1, 2006.  
 
Reason for Recommendation:
As an Area Partner Consortium Operator of the Golden Sierra Job Training Agency Consortium, El Dorado County uses the Workforce Investment Act funds to provide job training services, leverage additional federal and state funding and help strengthen the One Stop system whereby the multiple needs of El Dorado and Alpine County unemployed individuals and businesses can be met.  
 
On November 21, 2008 the Governor authorized $8 million of Workforce Investment Act (WIA) funds to provide Economic Stimulus direct grants to the 15 regions of California that have the highest percent increase of unemployed job seekers.  These funds are to act as an augmentation to the Local WIA's existing Dislocated Worker funds, which provide services to people who are out of work as a result of the economic downturn.
 
On December 30, 2008 GSJTA received an agreement from the State allocating $108,056 in additional Dislocated Worker funds to GSJTA as a Local WIA.  On February 9, 2009 Golden Sierra provided a letter notifying El Dorado County that $41,925 would be its share of these funds.  The Department of Human Services requested that a contract be generated to receive these funds.  As Contract No. R9070535-02 was not received from GSJTA until June 8, 2009, processing was expedited, and this Contract is being submitted for retroactive execution.  The agreement includes the a provision for the County to terminate the agreement by giving 90 calendar days written notice.
 
 
Action to be taken following Board approval:
Board Clerk to provide Human Services, Community Services Division at Briw Road, with three (3) copies of Contract No. R9070535-02 signed by the Chairman.  Department will forward to Golden Sierra for final execution.
