DISCUSSION / BACKGROUND

The Division issued a Request for Qualifications (RFQ) in 2016 for various consulting services and Geocon Consultants, Inc. was awarded an on-call contract on April 10, 2018 with a term of three years and a not-to-exceed of $65,000.  The work under this contract covers environmental consulting and geotechnical analysis services related to various County projects.

 

The Division has utilized this agreement for several environmental site assessments since inception and approximately $2,800 remains available on the contract.  The Division anticipates utilizing Geocon extensively for the Health and Human Services Agency (HHSA) South Lake Tahoe Campus Project, the Jail Expansion Project and other capital projects as the need arise and requests an additional $50,000 be added to the compensation to ensure their services are available. 

 

Amendment I increases the not-to-exceed to $115,000 and all rates and the term remains unchanged; expiring on April 9, 2021.

 

Additionally, the Division recommends the Board make findings pursuant to Article II, Section 210 b (6) of the El Dorado County Charter that there are specialty skills required for the work performed under this Amendment that are not expressly identified in County job classifications, and that the ongoing aggregate of the work performed under this Amendment is not sufficient to warrant the addition of permanent staff

 

ALTERNATIVES

The Board could decline this amendment and the Division would negotiate a contract for environmental consulting and geotechnical services with a different firm.

FINANCIAL IMPACT

Funding is available in the current ACO Fiscal Year budget and respective project budgets and will be included in future years.  There is no change to Net County Cost.
