DISCUSSION / BACKGROUND
On April 25, 2019, the Planning Commission adopted Resolution of Intention 2019-01 to amend the Planning Commission Bylaws and provided direction on proposed amendments.
On July 11, 2019, the Planning Commission adopted Resolution 19-01 amending the Planning Commission Bylaws to reflect changes in procedures and to further clarify the rules that apply to conducting the Planning Commission's business. An underline/strike-out version of the edits to the Bylaws can be viewed in Attachment B and below is a summary of the amendments:
• Various administrative modifications;
• Changed procedure guidance from Robert's Rules of Order to Rosenberg's Rules of Order; and
• New requirement that upcoming agendas are to be discussed with Chair prior to being published for the public.
County Code Section 2.20.650 requires the Board to approve the Planning Commission Bylaws. Planning and Building Department, Planning Services Division, is recommending the Board approve the Bylaws reviewed and approved by the Planning Commission. The changes are minor in nature, but update the Bylaws to current standards and nomenclature.
ALTERNATIVES
The Board could choose to not approve the Planning Commission Bylaws that were modified by the Planning Commission on July 11, 2019.
PRIOR BOARD ACTION
The Board approved amendments to the Planning Commission Bylaws on October 11, 2016 (Legistar 14-0330, Agenda Item 31).
