Chief Administrative Office, Parks Division, recommends that the Commission discuss this item.
DISCUSSION / BACKGROUND
The concept topic of a linear, multi-use, rail-trail park was brought up by Commissioner Payne at the Open Forum portion of the August 5, 2019 SPTC-JPA meeting. Chair Kerri Howell showed some interest in the idea, as well as El Dorado County representative Shiva Frentzen, enough to consider agendizing it in the future for formal discussion.
Some of the reasons a linear park might be considered for further discussion/action are the following:
· El Dorado County manages the SPTC-JPA property in El Dorado County through the JPA Reciprocal Use and Funding Agreement,
· The Manager of the Park & Trails (and River Management) Division of the CAO’s office has been assigned, by the Board of Supervisors, direct management responsibilities for the El Dorado County portion of the SPTC-JPA,
· A linear, multi-use, rail-trail park might be called the “El Dorado Trail - Rail Park” and be advantageous to marketing and destination promotions (over 20 continuous miles in length including the Shingle Springs Depot Railroad Block),
· The El Dorado Trail - Rail Park might be eligible for Park Grants not currently available to SPTC-JPA non-park areas,
· The Park would be under the County Public Safety regulations related to Dawn to Dust operational hours and would be appropriately signed as such,
· And, other various supportive considerations.

ALTERNATIVES
The Commission could not agendize this item for future discussion/action.
