DISCUSSION / BACKGROUND

The Save the Graves Coalition of El Dorado County (Save the Graves Coalition) is a project of the Arts Incubator Program at Arts and Culture El Dorado (formerly the El Dorado Arts Council).  Arts and Culture El Dorado is a 501(c)(3) nonprofit corporation.  Their mission is to promote, connect and empower arts and culture throughout the county through targeted programs and services, a vibrant gallery exhibition series and a focus on initiatives which support and sustain the cultural life of the region.  The mission of the Saves the Graves Coalition is to celebrate the rich history of El Dorado County through living-history reenactment events that build community pride, enhance the region’s historical identity, and raise much needed funds to help restore, refurbish, and maintain pioneer cemeteries in the County.  The Save the Graves Coalition is partnering with the County in these efforts.

 

The purpose of the Memorandum of Understanding (MOU) is to clearly state the separate roles of the County and the Save the Graves Coalition and to clarify the responsibilities of each.

 

Because alcoholic beverages will be served at selected fundraising events, the Chief Administrative Office is requesting that the Board delegate signature authority to the Purchasing Agent on the form(s) necessary to apply for a temporary license (currently, Daily License Application/Authorization - Non Transferable, also referred to as an ABC license).

 

The MOU recognizes the Save the Graves Coalition as a public benefit to El Dorado County, and allows the use of County facilities by the Save the Graves Coalition for fundraising activities which will benefit County-managed cemeteries, with permission from the Cemetery Director.

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

The total financial impact is not yet known. It is anticipated that the Save the Graves Coalition will raise several thousand dollars per fundraiser to benefit the cemeteries, and the amount could be higher.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Obtain the Chair's signature on the two originals of the MOU.

2) Return one fully-executed original MOU to the attention of Julianne Melchor in Building C.
