FUNDING:   Federal and Realignment Funding:  30% Federal, and 70% 2011 State Realignment.

DISCUSSION / BACKGROUND:

Pursuant to Welfare and Institutions Code Section 16501-16508, the Health and Human Services Agency’s (HHSA) Child Welfare Services Program (CWS) is required to provide services to promote family reunification for children and families.  Such services are designed to promote the well-being of children by ensuring safety, achieving permanency, and strengthening families to successfully care for their children.

 

In support of this goal, the County contracts with many vendors providing services ranging from therapeutic counseling to substance abuse testing.  Henning Mehrens, M.D., dba Tahoe Urgent Care Medical Clinic, Inc., (TUCMC) contracts with the County in Agreement 2881 to provide substance abuse testing services on the east slope.  The loss of other contractors providing this service has resulted in an increased usage of TUCMC; therefore, the maximum obligation of the Agreement needs to be increased through its end term date of June 30, 2021.

 

In accordance with Board of Supervisors Procurement Policy C-17, Section 7.11, the contractor selection process for service contracts in excess of $100,000 must include a review of the scope of services and contractor’s professional qualifications by a group of individuals (including at least one representative from outside the department requesting the services) qualified to judge the contractor’s ability to perform the services.  HHSA has documentation on file that such a review was performed for Agreement 2881.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, HHSA would continue to provide services through existing contracts, but would be limited in its ability to provide substance abuse testing services.

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  Sufficient appropriations were included in the fiscal year 2019-2020 Adopted Budget, and will be included in future budgets for the term of the Agreement.

1) Clerk of the Board to obtain signature of Chair on two (2) original Amendments I of Agreement for Services 2881.

2) Clerk of the Board to return one (1) fully executed Amendment to HHSA Contracts Unit at 3057 Briw Rd.
