Title
Probation Department recommending the Board consider the following:
1) Make findings in accordance with Chapter 3.13, Section 3.13.030 County Ordinance, that it is more economical and feasible to contract out to provide behavior management software for the Probation Department (Probation) than to obtain the facilities, personnel, training, materials, tools, and equipment necessary to provide such services;
2) Approve and authorize the Chair to sign Agreement 4247 with Alcohol Monitoring Systems, to provide software and training for a behavior management program to integrate with Probation's current case management system. This agreement is for a three (3) year term beginning upon full execution, for a not to exceed amount of $125,600; and
3) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement 4247, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.

DISCUSSION / BACKGROUND
This agreement with Alcohol Monitoring Systems (AMS) provides a software license agreement and training for a behavioral management program to integrate with the Probation Department’s (Probation) current case management system.
Probation assisted AMS with developing a new software interface to help with understanding important supervision factors (data elements) for an end user environment software. The software, now complete, is used to interface with already existing Probation data information systems to assist with supervising probationers and post-release supervision clientele in a more effective manner, and provides an interface for Probation staff to use data analytics in daily case management and decision making.
The software will support Probation’s alignment with evidence based practices. These strategies, when employed with fidelity, are proven to positively impact recidivism in the offender population, thereby reducing victimization in the community.
For Probation’s input and work on the project, AMS is offering the software program and training at a reduced rate.

FINANCIAL IMPACT
Funding for year one of this agreement is included in Probation's FY 2019-20 budget. Funding for future years' agreements will be requested in future years' budgets.

2) Forward one (1) fully executed document to El Dorado County Probation, 3974 Durock Rd, Suite 205, Shingle Springs CA 95682, for distribution to vendor.
