DISCUSSION / BACKGROUND
Over the last several years the state has been moving towards evidence based practices as the standard for programs and services. The Probation Department's (Probation) service delivery model is built on an evidence-based practices framework, which has been proven through the scientific study of operant conditioning and social learning as an effective tool to influence behavior change in an offender population.

Existing Agreement 3556 with The Carey Group, Inc. (Carey Group), provides for: personnel, services, training materials, and books; as-needed training, guidance, and consulting services; all in support of using and implementing Case Planning and Motivational Interviewing programs. The Carey Group also provides consulting services for policy development and monitoring of Probation’s alignment with evidence based practices. These strategies, when employed with fidelity, are proven to positively impact recidivism in the offender population, thereby reducing victimization in the community.
