FUNDING:  100% California Emergency Solutions and Housing Program Grant funding.

DISCUSSION / BACKGROUND:

In accordance with Resolution 221-2018, adopted and approved by the Board of Supervisors on October 16, 2018 (File ID: 18-1522), the Health and Human Services Agency, designated as the Administrative Entity on behalf of the El Dorado County Opportunity Knocks Continuum of Care (CoC), responded to the California Department of Housing and Community Development (CDHCD) Notice of Funding Availability (NOFA) for the California Emergency Solutions and Housing (CESH) Program issued August 15, 2018.  The application resulted in the award to the County of Grant #18-CESH-12458, in the amount of $474,717.  Standard Agreement #18-CESH-12458 was fully executed on August 5, 2019 and received by HHSA on September 6, 2019.

 

The most effective CoCs nationwide operate within the context of regional strategic plans to impact homelessness.  These plans lay out actions to be taken within the CoC service area by service providers, local governments, businesses, hospitals, and other regional stakeholders in order to maximize outcomes and coordinate funds effectively.  In addition to improved coordination, grant funding streams are more regularly requiring that a strategic plan be in place to be eligible for funds.  To improve local coordination of resources and to ensure continued access to available federal and state grants, Funding Agreement #4244 with HomeBase (Current CoC Homeless Coordinator) has been developed to lead the development of a 5-year homeless strategic plan in El Dorado County.  HomeBase has facilitated multi-sector homeless strategic planning processes in dozens of states and communities, including over 20 ten-year plans for ending homelessness; numerous homelessness-oriented strategic plans and updates; over 30 plans to integrate health, housing and homelessness systems; and myriad of agency-specific strategic plans.

 

This Agreement #4244 will fulfill one of the three components of the County’s application in which we committed to obtain systems support for activities necessary to maintain a comprehensive homeless services and housing delivery system, including Coordinated Entry System (CES), Homeless Management Information System (HMIS) reporting, and planning activities. 

 

This funding agreement will be funded by the available CESH funds.  These dollars are intended to target strategic planning activities addressing actions to be taken within the CoC service area.  HomeBase will utilize these funds to develop a multi-sector homeless strategic plan as well as a first-year implementation plan.  HomeBase was selected to provide this service on behalf of the El Dorado Opportunity Knocks Continuum of Care, as they are uniquely qualified for this funding and County staff cannot perform the service. 

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, the County would be out of compliance with the NOFA application terms and conditions, thereby placing the funding at risk.

CAO RECOMMENDATION:

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  Sufficient appropriations from the CESH Grant #18-CESH-12458 were included in the fiscal year 2019/20 budget, and will be included in future budgets for the term of the Agreement.

1) Clerk of the Board to obtain signature of Chair on two (2) original Funding Agreements #4244.

2) Clerk of the Board to return one (1) fully executed Agreement to the HHSA Contracts Unit at 3057 Briw Road.
