Title: Health and Human Services Agency, Sheriff’s Office and Probation Department recommending the Board: 1) Find, in accordance with County Ordinance Section 3.13.030, it is more economical and feasible to engage an independent contractor to provide licensed healthcare professionals trained in correctional medicine; 2) Approve and authorize the Chair to sign Amendment 1 to Agreement for Services 2989 with California Forensic Medical Group for the provision of health services in the County detention facilities for the term of January 1, 2019 through December 31, 2023, with a reduction in Fiscal Year 2019-20 by $87,154 retroactively effective July 1, 2019 due to the closure of the Placerville Juvenile Hall, and continuing for the remaining term of the Agreement (total reduction over five year term $418,096), thereby reducing the maximum contractual obligation of $21,967,666 to $21,549,570; 3) Approve and authorize the attached Budget Transfer Request to increase the General Fund contribution...

4) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 2989, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.

DISCUSSION / BACKGROUND:
Effective June 30, 2019 the County discontinued operations at the Placerville Juvenile Hall located at 299 Fair Lane, Placerville, CA 95667. In preparation for this event, HHSA facilitated a conversation between County representatives and Wellpath (formerly California Forensic Medical Group) to identify a reasonable reduction in the annual contracted amount for healthcare services in the remaining juvenile detention facility (JDF) in South Lake Tahoe.
