Title

Department of Transportation recommending the Board adopt and authorize the Chair to sign Resolution 204-2019 sanctioning a new speed restriction on Apache Avenue.

DISCUSSION / BACKGROUND

Department of Transportation (Transportation), Maintenance and Operations conducted a speed survey to comply with the California Vehicle Code, Section 40802, which requires an Engineering and Traffic Survey to be completed every five (5) years where enforcement involves the use of radar or other electronic devices that measure the speed of moving objects for one (1) speed zone on Apache Avenue (No. 2016).

 

The speed for Apache Avenue was set at thirty (30) miles per hour (MPH) from Mile Post 0.00 to Mile Post 0.40 with Resolution 247-81. After the Speed Survey was conducted the data indicated there should not be a change in the posted speed limit based on the fact that the newly measured values of the 85th percentile and the ten (10) MPH pace are still within the parameters of the existing thirty (30) MPH speed limit. This was the original staff recommendation to be presented at the Traffic Advisory Committee meeting.

 

The South Lake Tahoe Traffic Advisory Committee held a meeting on September 5, 2019 and pulled the item for further discussion. The South Lake Tahoe Traffic Advisory Committee voted unanimously to lower the speed on Apache Avenue from thirty (30) MPH to twenty-five (25) MPH, due to Prima Facie "Residential District" after the discussion that Apache Avenue meets CVC 515 "Residential District" speed zone criteria.

 

The following are the final recommendations that were approved by the South Lake Tahoe Traffic Advisory Committee:

 

DELETE:

"(a) Apache Avenue (No. 2016) thirty (30) miles per hour between U.S. Highway 50 and San Bernardino Avenue."

 

ADD:

"(ab) Apache Avenue (No. 2016) twenty-five (25) miles per hour, Prima Facia"Residential District," CVC 515 and 22352, between U.S. Highway 50 and San Bernardino Avenue."

 

ALTERNATIVES

The Board could choose to not agree with SLT TAC's decision and leave the speed limit at 30 MPH.

FINANCIAL IMPACT

Installation of speed limit signs on Apache Avenue is estimated at $2,000. Funding to complete the work is included in the FY 2019-20 adopted budget.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk will obtain the Chair's signature on one (1) original of the Resolution.

2) The Clerk will forward one (1) copy of the Resolution to Transportation, Maintenance and Operations Division, attention Ashley Johnson.
