Title

Health and Human Services Agency recommending the Board:

FUNDING:   There is no funding included in this Agreement; however, it establishes the requirements to receive funding from various mental health funding sources.

DISCUSSION / BACKGROUND:

Agreement 18-95241 is a renewal of Agreement 17-94520 with the California Department of Health Care Services (DHCS), which was approved on December 5, 2017, by the Board (File ID:  17-1195, Item # 20).  Agreement 17-94520 expired June 30, 2018. 

 

This Agreement 18-95241, otherwise known at the Performance Plan, was received from DHCS on October 15, 2019 and was immediately processed by Health and Human Services Agency (HHSA) staff for submission to the next available Board Agenda.  It is retroactive to July 1, 2018, bridging the gap created by DHCS’ delay in the development and distribution of this new Performance Plan.

 

HHSA receives funding from the State for mental health services via a variety of grants and allocations, and is authorized to act as the Mental Health Plan (MHP) for the residents of the County per Agreement 17-94580 (County Agreement 3190). 

 

DHCS administers the Mental Health Services Act, Lanterman-Petris-Short Act, Projects for Assistance in Transition from Homelessness, Community Mental Health Services Block Grant, and the Crisis Counseling Assistance and Training Program; and oversees the County provision of community mental health services pursuant to the Bonzan-McCorquodale Act.  This Agreement establishes the terms, conditions, and requirements that the County must meet in order to receive funding for providing, and/or contracting with subcontractors, for the aforementioned services.  Additionally, except for the Mental Health Realignment dollars and the Medi-Cal fee-for-services reimbursement, each of these revenue streams is a separate Agreement through DHCS.

 

ALTERNATIVES:

In the event this Agreement is not approved by the Board, there is no revenue available to replace over $13 million in funding that would be at risk.  Mandated programs and associated staff will be unfunded and the County will be unable to provide mental health services to residents of the County.

CAO RECOMMENDATION:

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

There is no remuneration associated with this Agenda Item.  However, it provides access to annual State and Federal grants, allocations, Mental Health Realignment, and Medi-Cal reimbursement.  Sufficient appropriations are included in the fiscal year 2019-20 Budget.
