DISCUSSION / BACKGROUND:

Pursuant to Welfare and Institutions Code Section 16501-16508, HHSA’s Child Welfare Services Program (CWS) is required to provide services to promote family reunification for children and families.  Such services are designed to promote the well-being of children by ensuring safety, achieving permanency, and strengthening families to successfully care for their children.

 

HHSA maintains agreements with multiple vendors for the provision of therapeutic counseling and related services to ensure that clients can be referred by their caseworker on an “as needed” basis to receive necessary, and in some cases, court-mandated services from the most appropriate and conveniently located vendor.  Choice of vendor is based upon the specific needs of each individual HHSA client.

 

In accordance with Board of Supervisors Procurement Policy C-17, Section 7.11, the contractor selection process for service contracts in excess of $100,000 must include a review of the scope of services and contractor’s professional qualifications by a group of individuals (including at least one representative from outside the department requesting the services) qualified to judge the contractor’s ability to perform the services.  HHSA has documentation on file that such a review was performed for Agreement #93 (045-S1810) with Susan Stoeffler, MFT.

 

Amendment 1 (File ID: 19-0487, No. 12) to this Agreement 93 with Susan Stoeffler, MFT, approved by the Board on May 21, 2019, increased the maximum obligation from $65,477 to $140,000.  This was necessary as it was forecasted that the utilization of the vendor would increase before the end of the Agreement term and the Agreement would run out of funds.  However, the increased utilization did not occur, therefore, Amendment 2 extends the term fourteen months to allow CWS to utilize the remaining funds on the Agreement. 

 

ALTERNATIVES:

Disapproval of Amendment 2 to Agreement for Services 93 (045-S1810) will limit availability of appropriately licensed and trained therapeutic counselors, could result in difficulty meeting the needs of the community, and may disrupt continuity of care for clients currently receiving services from this vendor.

CAO RECOMMENDATION:

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

The average cost for services under this Agreement is $32,000 per year.  Sufficient appropriations were included in the FY 2019-20 budget, and will be included in future budgets for the term of the Agreement.

1) Obtain signature of Chair on two (2) originals of Amendment 2, Agreement for Services #93 (045-S1810).

2) Return one (1) fully executed Amendment 2 to the HHSA Contracts Unit at 3057 Briw Road.
