DISCUSSION / BACKGROUND

On December 10, 2019, the Board Continued this matter (Item 39) for Final Passage (Second Reading) to December 17, 2019.

 

The proposed ordinance amends Chapter 3.13, titled Contracting Out, to clarify requirements for entering into contracts for the performance of work by independent contractors and align them more closely to County Charter section 210(b)(6).The amendment specifies the eight criteria allowing for the use of independent contractors.

 

Other changes include requiring written findings for entering into such contracts, deleting Section 3.13.040 and incorporating it to Section 3.13.030, and renumbering Section 3.13.050.

 

A draft of the Ordinance revisions was circulated to all departments for review and comment, and changes were incorporated into the final version.

 

ALTERNATIVES

The Board could choose to retain the current ordinance, approve a portion of the recommended amendments, or make additional recommendations.
