DISCUSSION / BACKGROUND
In January 2018, the Department of Transportation (Transportation) submitted a proposal for Assembly Bill 2766 (AB 2766) funding to the Air Quality Management District (AQMD) for the El Dorado Trail - Missouri Flat Road to El Dorado Project (Project). This Project will extend the existing Class 1 multi-use El Dorado Trail from Missouri Flat Road to the Town of El Dorado approximately 2.2 miles along the Sacramento to Placerville Transportation Railroad Corridor. This Project is currently under construction and was awarded AB 2766 funding for the construction phase through the AQMD program. The Board approved Agreement 2914 on June 26, 2018, Legistar 18-0869, Item 38, accepting the AB 2766 funding. The original time frame for construction completion under Agreement 2914 was December 31, 2019; however, due to delays in the receipt of the pedestrian signals, the Project will not be completed by that date. Transportation has requested AQMD to extend the completion date to June 30, 2020, with final reporting to be completed by September 1, 2020.
ALTERNATIVES
The Board could direct Transportation to make changes to the Amendment and return to the Board at a later date. This could jeopardize the grant funding agreement already in place.

County Counsel and Risk Management have reviewed and approved the Amendment.

It is recommended that the Board approve this item.
FINANCIAL IMPACT
There is no change to net County cost resulting from approval of the proposed Amendment. Funding for the Project is provided by Congestion Mitigation and Air Quality Program, Accumulative Capital Outlay, and Active Transportation Program funds and is included in Transportation’s 2018 Capital Improvement Program, which was approved by the Board on June 26, 2018, Legistar 18-0616, Item 61. Appropriations are included in the Fiscal 19/20 budget.

1) The Clerk of the Board will obtain the Chair’s signature on two (2) originals of the Amendment.
2) The Clerk of the Board will forward one (1) original Amendment to AQMD, for further processing.
