Planning and Building Department, Economic Development Division, recommending the Board:

DISCUSSION / BACKGROUND

The Regional Cooperation Policy authorizes the County's participation with the Greater Sacramento Economic Council (GSEC) as a voting member. The policy provides economic development related services including regional, statewide, and international strategy development, assistance with retention and expansion of existing businesses within the County, and research on key retention and expansion projects.

 

The foundation of the Regional Cooperation Policy is built on trust and the spirit of regional cooperation among the entities involved and is intended to serve as a guideline for interaction between GSEC and its member communities.  It is imperative that GSEC Directors and its member communities work together as partners on projects involving the communities which Greater Sacramento represents.

 

Signing the Regional Cooperation Policy demonstrates the County’s commitment to promote the six-county Sacramento Region as a globally competitive region.

 

ALTERNATIVES

The Board could choose not to authorize the Chief Administrative Officer (CAO) to sign the Regional Cooperation Policy.  The Board could choose not to authorize the CAO to sign future annual GSEC Regional Cooperation Policy documents upon the Board’s approval of future funding agreements with GSEC.

 

PRIOR BOARD ACTION

On August 2, 2016, the Board approved the initial Agreement with GSEC in the amount of $60,187 with a term effective upon execution and continuing through June 30, 2017 (Legistar Item #16-0606 V1).  Subsequently, on June 6, 2017, the Board approved a renewal of the Agreement in the amount of $60,187 for Fiscal Year 2017-18 and delegated authority to the Chief Administrative Officer to approve future annual renewals provided the annual renewal rate of $0.40/per capita does not increase (Legistar Item #16-0606 V2).  The Chief Administrative Officer approved renewal Agreement 076-S1711 (FENIX #3047) in the amount of $60,187 for Fiscal Year 2018-19 at a rate of $0.40/per capita. On December 18, 2018 the Board signed Regional Cooperation Policy (Legistar Item #18-1878). On June 11, 2019 the Board approved and authorized the Board Chair to sign a one-year Funding Agreement with GSEC in the amount not to exceed $62,345 for Fiscal Year 2019-20.
