Title

DISCUSSION / BACKGROUND:

On My Own Independent Living Services provides personnel and services necessary to provide 1) Empowered Parenting Program, (a one-to-one skill building and training program for adults with developmental disabilities, or otherwise, who have expressed a desire to learn successful parenting); and/or 2) Independent Living Services, (a one-to-one repetitive and customized training and support to work on specific goals and objectives moving towards more independent living in the community).  Services are provided on an “as requested” basis to clients referred by County’s Health and Human Services Agency (HHSA).

 

HHSA has contracted with this vendor for these services since June 2016.

 

The work performed under this Agreement is on an “as requested” basis and the need for services in any given fiscal year is difficult to anticipate; therefore, it is more economical and feasible to engage an independent contractor for the provision of one-to-one skill building training and parenting programs for adults with developmental disabilities.

 

In accordance with Board of Supervisors Procurement Policy C-17, Section 7.11, the contractor selection process for service contracts in excess of $100,000 must include a review of the scope of services and contractor’s professional qualifications by a group of individuals (including at least one representative from outside the department requesting the services) qualified to judge the contractor’s ability to perform the services.  HHSA has documentation on file that such a review was performed for Amendment I, Agreement #2653 with On My Own Independent Living Services.

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

Costs for the agreement have been budgeted and funded with a capped annual Federal allocation and funds have been appropriated in the FY 2019-20 County Budget, and will be included in future budgets. There is no impact to the current budget or budgeted use of General Fund as no new costs are identified for this amendment.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Obtain signature of Chair on two (2) originals of Amendment I, Agreement for Services #2653.

2) Forward one (1) fully executed document to HHSA-Contracts Unit, 3057 Briw Road, Placerville for further processing.
