Agriculture Department recommending the Board approve and authorize the Chief Administrative Office to sign the annual amendment to the Interlocal Agreement (Attachment C) to increase the University of California Cooperative Extension contribution (Agreement 2941) for Fiscal Years 2019-20 and 2020-21 in the amount of $22,543 more per year for a total amount remaining on contract of $551,070 per the Board’s recommendation on November 19, 2019 (Legistar item # 19-1601) with no changes to the term.

DISCUSSION / BACKGROUND

On June 14, 2011, the Board approved a UCCE Foothill Multi-County Partnership in effect from July 1, 2011 to June 30, 2016 and on June 6, 2017 the Board approved a five year extension (Legistar Item 11-0515). This partnership is comprised of The Regent of the University of California, The County of Amador, the County of Calaveras, the County of El Dorado and the County of Tuolumne. As part of this partnership, the Board appoints two representatives to an Advisory Council (one Supervisor and the CAO).  This Advisory Council meets a minimum of two times per year.  The Advisory Council is responsible for advising the UCCE Multi-County Partnership Director of their input regarding UCCE programs.  The Advisory Council considers issues including but not limited to, new program areas to be expanded into, program areas no longer needed, and so on.  The Advisory Council is responsible for the delivery of an annual budget and will review the annual Plan of Work for the coming program year and the Report of Work for the previous program year.

 

The Cooperative Extension program includes services such as 4-H Youth Development Staff, Master Gardener Staff, Natural Resources Advisors, Specialty Crops Advisor and the Forestry Advisor program.

 

The Interlocal Agreement allows for the agreement to be re-issued for another five (5) year period with the written approval of all parties.  The County received a letter from UCCE in June 2016 expressing the intent to extend the term of the Agreement for an additional five (5) years.  Amador, Calaveras and Tuolumne have also confirmed their intent to re-issue the agreement for another five (5) year period. On June 6, 2017 the extension was granted. On September 19, 2017 the Chief Administrative Office recommended the Board authorize the Chief Administrative Officer to delegate administrative, contract administration, and day to day oversight responsibilities associated with the University of California Cooperative Extension Multi-County Partnership (Legistar 17-0966 Version 2) to the Agricultural Commissioner/Sealer of Weights & Measures.

 

On September 19, 2017 the Board also approved the Attachment C for two years, FY 2016-17 and FY 2017-18. Attachment C is the agreement amending the prior year’s Interlocal Agreement and determining the invoice amount and schedule for the county for the UC Cooperative Extension County Partnership Support. The annual contribution amount to UCCE is defined annually within the Attachment C agreement.

 

On October 9, 2018 (Legistar 18-1526), the Department requested the Board’s approval to have the Fiscal Year 2018-19 contribution Attachment C signed and approved by the Chief Administrator and to delegate authority for the Chief Administrator to sign Attachment C's for the duration of the Agreement, expiring June 30, 2021.

 

On March 27, 2019 the Central Sierra Advisory Council had a meeting to discuss operational and budget needs for the UCCE and it was determined they would need additional funding from the county through additional contributions. $22,543 needed for ongoing support annually.

 

On November 19, 2019 (Legistar item 19-1601) the Board authorized an additional amount of $22,543 for the UCCE from the General Fund excess fund balance from Fiscal Year 2018-19. On December 17, 2019 (Legistar item 19-1841) the Board authorized a budget transfer moving the $22,543 into the Department 15 contribution to non-county government account.

 

The Agriculture Department is requesting the Board authorize the Chief Administrative Office to execute Attachment C to the UCCE Interlocal agreement to allow for payment of the increased annual amount of $275, 535 to UCCE Central Sierra for FY 2019-20 and FY 2020-21, the remainder of the Interlocal agreement term.

 

ALTERNATIVES

The Board could choose not to authorize the increased amount within Attachment C and direct staff on an alternate way to contribute the additional funding the UCCE.

FINANCIAL IMPACT

A budget transfer moving the additional $22,543 to the Department 15 contribution to non-county government account was approved for the FY 2019-20 contribution and the additional contribution will be allocated in the FY 2020-21 budget when drafted.
