Probation Department (Probation) recommending the Board:

1) Approve the addition of law enforcement specific equipment  to Probation’s Fixed Asset Listing for two (2) vehicles; and

2) Approve and authorize the Chair to sign a budget transfer from Probation’s Fiscal Year 2019-20 approved Professional Services budget in the amount of $23,354.31 to Probation's Fixed Asset/Equipment budget.

DISCUSSION / BACKGROUND

The Probation Department (Probation) purchased two (2) 2018 Law Enforcement Chevy Tahoe Vehicles for Probation's fleet. These vehicles were purchased in accordance with the County’s policies and procedures.  When new vehicles are purchased the vehicles typically do not come equipped  with law enforcement specific equipment such as front/rear interior light bars and lighting, sirens, remote node, central controller for Blue Print (certified vendor), Law Enforcement specific mounts, brackets, connectors, fuses, circuit breakers, signals/flashers, cradle, harness, etc.  In August and September 2019, Emergency Vehicle Outfitters (EVO), provided the equipment and completed the installation of law enforcement specific equipment on both vehicles.

 

Probation past practice included paying for the law enforcement equipment and installation as an operating expense. After the invoices for the law enforcement specific equipment and installation were submitted for processing, Probation received direction from the Auditor's Office to add the cost of this equipment and installation to Probation’s Fixed Asset Listing for Fiscal Year 2019/2020, as the value of the equipment upgrades is significant. The purchase for both vehicles includes front/rear interior light bars and lighting, sirens, remote node, central controller for Blue Print (certified vendor), Law Enforcement specific mounts, brackets, connectors, fuses, circuit breakers, signals/flashers, cradle, harness, etc.

 

EVO is the only vendor in the area certified to install needed Blue Print technology for the emergency lighting systems, as well as manufacturing of custom lock boxes for the rear storage area of the vehicles, and is a sole source vendor.

 

Approved operating expense, Professional Services budget appropriations in the amount of $23,354.31 will be transferred to Fixed Assets/Equipment. The budget transfer requires a majority vote rather than a 4/5 vote because it does not increase the total appropriations or revenues for the department.

2) The Clerk of the Board will forward one (1) copy of the signed budget transfer to the Probation Department, Attention: Fiscal Unit, for further processing of approved fixed asset purchase.
