Title: Transportation Department recommending Chairman be authorized to sign the Notice of Completion with Cindy Bales Engineering Inc. for the Runway 23 Precision Approach Path Indicator (PAPI) and Runway 5-23 Lighting Rehabilitation Project (93120A) AIP 3-06-0188-12 at the Placerville Airport. Transportation Department recommending Chairman be authorized to sign the Notice of Completion with Cindy Bales Engineering Inc. for the Runway 23 Precision Approach Path Indicator (PAPI) and Runway 5-23 Lighting Rehabilitation Project (93120A) AIP 3-06-0188-12 at the Placerville Airport.
 
FUNDING:  This Project was funded with a combination of State and Federal Grants and a 2.6% contribution from the Placerville Airport Enterprise Fund.

Reason for Recommendation:
The Contract for the PAPI and Runway Lighting Project (Project) at the Placerville Airport in the Placerville area was executed by the Board on July 1, 2008.  The Project was substantially completed on April 30, 2009.  The reason for delay on the processing of the Notice of Completion was due to having the contractor complete the punch list on the Project.  The punch list has been completed and the department is now asking for the Board to process and record the Notice of Completion.
 
The Board actions above will start legal time frames for the lien period and return of retention monies, the guarantees will start from the actual completion date of April 30,2009.  Cindy Bales Engineering Inc. acceptance of the final Contract Cost is attached and summarized below:

Action to be taken following Board approval:
1)  The Chairman will sign the Notice of Completion.
2)  The Board Clerk will send the Notice of Completion to the Recorder/Clerk's Office for recordation and forward a copy of the recorded Notice of Completion to the Department.
