DISCUSSION / BACKGROUND

The State of California Division of Boating and Waterways provides the Sheriff’s Office with an annual grant for an intervention program on the County’s lakes and waterways.  As an extension of that program, the State also offers equipment grants for items above and beyond the cost of the day to day operation of the boat patrol program.

 

This cycle the State has awarded the Sheriff’s Office funding toward the purchase of a new boat that will allow for patrol in multiple bodies of water.  Upon acceptance of this funding, the Sheriff’s Office will begin the procurement process for a new boat.  The goal is for the Sheriff’s Office to acquire a vessel that is be able to be utilized year round in various bodies of water.  Once the Sheriff's Office finalizes its research to identify all needs to be met and determines the ideal boat to purchase, the Sheriff's Office will bring another agenda item to process the purchase.  The Sheriff's Office will use Special Revenue Funds to off-set any costs above and beyond the grant award.

 

Currently, the Sheriff's Office operates six (6) boating vessels.  The boat purchased with this grant funding will replace two aging watercrafts that are beyond their useful life (2000 Sea Ark and the 1993 Jet Craft).  It will be used primarily for patrolling Folsom Lake during the summer months, and as a county-wide emergency vessel during the winter months.  Additionally, it will be deployed during mutual aid requests and as the primary platform for the Dive Rescue Team.  This boat will serve as a back up boat in Tahoe during the winter months when the recently purchased SAFE Boat is out of water.  The rough, cold weather during winter precludes the SAFE Boat from being kept in the water year-round.

 

The Sheriff's Office will include both the appropriate revenue and expenditures in the FY 2020-21 budget.

Approve as recommended.

 

FINANCIAL IMPACT

There is no impact to Net County Cost.  The State Division of Boating and Waterways will reimburse El Dorado County for 100% of the costs of the equipment, up to a maximum of $100,000, with no County matching requirement. If it is determined that the funding is not sufficient to cover the entire cost of the boat, the Sheriff will utilize special revenue funds to make up the difference.
