DISCUSSION / BACKGROUND

On March 20, 2018, the Board of Supervisors approved the Chief Administrative Office, Parks Division to enter into an Agreement for Services (Contract Number 2072) with Whitney Environmental Consulting, Inc., doing business as Foothill Associates, to provide regulatory consulting services for the permitting of the Sacramento-Placerville Transportation Corridor (SPTC) natural trail from Latrobe Road to Railroad Park and Railroad Park east to Missouri Flat Road. The contract is for a total amount of $70,932 and the original term of contract was for March 20, 2018 through March 19, 2020. During the term of the agreement, Whitney Environmental Consulting, Inc. was acquired by Helix Environmental Planning. On June 25, 2019, the Board approved the assignment of all services provided under the scope of this agreement to Helix Environmental Planning, Inc.

 

Under the scope of Agreement 2072, the Consultant is responsible for preparing the necessary assessments and delineation reports to meet the requirements established under the Clean Water Act for construction authorization from the U.S. Army Corp of Engineers. This process can be very lengthy as the U.S. Army Corps are heavily impacted by many requests. Due to the delay in processing, the Consultant has requested to extend the term of the agreement. As a result, the Parks Division is requesting to extend the term of the agreement to December 31, 2021 to provide the Consultant with the additional time needed to complete the contract. No other changes shall be made to the current contract.

 

ALTERNATIVES

The Board could choose not to extend the agreement which may impede the permitting of the Sacramento Placerville Transportation Corridor and El Dorado Natural Trail projects.
