Title

DISCUSSION / BACKGROUND
Department of Transportation (Transportation), Maintenance and Operations conducted a study on Hillsdale Circle on August 8, 2019. The study was initiated due to a request from Marble Valley Academy stating there was a parking concern. During the study, staff witnessed multiple vehicles from adjacent businesses parked in front of Marble Valley Academy, creating unsafe conditions for parents, students, delivery companies, and mail carriers being required to double park in order to pick-up or drop-off children, packages and other items during school hours.

California Vehicle Code (CVC), Section 22505 (along with CVC 22507), allows local authorities to establish Stopping, Standing, or Parking Restrictions on County Roadways. From the field review and observations, Transportation recommended placing three (3) 'SCHOOL LOADING ZONE' signs with yellow curb in front of 5005 Hillsdale Circle, Marble Valley Academy and placing forty (40) feet of red curb on either end of the loading zone to retain corner sight distance for public safety.

The following recommendations were approved by the West Slope Traffic Advisory Committee at a meeting held on December 5, 2019:

ADD:
"(d) "SCHOOL LOADING" zone along the easterly side of Hillsdale Circle (No. 1133) beginning at a point 1,245 feet south of Robert J. Mathews Parkway (N) and continuing south for 98 feet."

ALTERNATIVES
The Board could choose to not agree with West Slope Traffic Advisory Committees decision and not identify a school loading zone on Hillsdale Circle.
