DISCUSSION / BACKGROUND

On September 16th, 2019, staff brought forth agenda item 19-1233 to recommend the Commission provide recommendations for projects to be added as supplemental requests to the Fiscal Year 19/20 CIP Budget. The Commission made a motion to add the Monroe Trail as a supplemental request conditionally, pending the current status of the project with the State of California as the County had been informed previously by the State to not move forward with the project. On October 17th, 2019, staff brought forth agenda item 19-1538 to conduct a site visit of Henningsen Lotus Park, including the Monroe Trailhead. After this meeting, it was determined that the State of California was ready to move forward with the County portion of the project.

 

After these events, the Parks Division requested that the Facilities Division develop the costs for the crossing at the Monroe Trail. Staff has also been working with State Parks and the project is ready to move forward. The crossing will not be a pedestrian bridge, it will be a large culvert with fill. Staff recommends to move forward with this project and will submit a proposed request to the Board of Supervisors to utilize $40,000 of SMUD funding to complete this project.

 

This project is in the Parks and Trails Master Plan and is listed as a Tier 1 project in the Henningsen Lotus Park Conceptual Master Plan.
