Department of Transportation recommending the Board consider the following pertaining to the Hanks Exchange Road at Squaw Hollow Creek - Bridge Replacement Project, CIP 77135/36105020, Contract 3916:
1) Approve and adopt the Plans and Contract Documents and authorize the Chair to sign the Plans; and
2) Authorize advertisement for construction bids.

DISCUSSION / BACKGROUND
The Hanks Exchange Road at Squaw Hollow Creek - Bridge Replacement Project (Project) will provide a new cast-in-place pre-stressed concrete slab bridge over Squaw Hollow Creek; relocation of the existing EID 10” waterline; grading and paving for the new bridge approaches; and, signing, striping, and drainage system improvements.
Due to federal funding, both California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) compliance are required. A CEQA Negative Declaration was approved by this Board on May 22, 2018 (Item 24). A California Department of Transportation (Caltrans) NEPA Categorical Exclusion Determination was issued on July 18, 2018. All environmental permits have been approved for this Project.
All required environmental permits have been obtained for the Project and are included in Appendix B of the Contract Documents. All required right of way has been acquired for the Project.
Utility relocation coordination with El Dorado Irrigation is complete. This work will be performed by the contractor and is a part of the Contract. Utility relocation coordination with AT&T is complete. This work will be performed by AT&T and is not a part of the Contract.
The Department of Transportation (Transportation) is requesting authorization to proceed under advance construction procedures (AC). With an AC authorization, local funds are used to perform work eligible for future federal reimbursement until construction funding can be obligated for the current year. Transportation applied for AC authorization (E-76) on December 26, 2019 and is expecting to receive the E-76 for construction phase activities. Transportation will not advertise until AC authorization (E-76) is received.
The Contract Documents include all required federal provisions and incorporate the current Caltrans Disadvantaged Business Enterprise (DBE) requirements. The DBE goal is 14%.
ALTERNATIVES
1) The Board could choose to not approve the Contract Documents. Transportation will make any changes requested by the Board and return at a later date.
2) The Board could choose to not authorize advertisement for construction bids. Transportation will make any changes requested by the Board and return at a later date.

County Counsel and Risk Management have reviewed and approved the Plans and Contract Documents.
CAO RECOMMENDATION / COMMENTS
It is recommended that the Board approve this item.
FINANCIAL IMPACT
The total estimated cost for the Project’s construction is $4,699,330, which includes construction items of work, construction management, inspection, materials testing, and contingencies.
There is no financial impact or change to Net County Cost associated with this item. The Board will not obligate the County with the current requested action. The obligation will result from the subsequent action of awarding the bid.
CLERK OF THE BOARD FOLLOW UP ACTIONS
1) The Clerk will obtain the Chair's signature on the construction Plans for the Project.
2) The Clerk will forward the original signed Plan set to Transportation, Headington Engineering, attention John Kahling.
