DISCUSSION / BACKGROUND

The Department of Transportation, Maintenance and Operations Division (Transportation), is requesting authorization to add one (1) berm machine and one (1) combo sander to the Fixed Asset List. The current berm machine is forty-seven (47) years old and is barely operable. Transportation was faced with replacing the machine or contracting out the work. After analyzing the costs, completing smaller projects in-house with a new berm machine is more economical and the better option for use of public funds. Likewise, the sander that will be replaced is thirty (30) years old and the structural integrity of the hopper body is starting to fail in addition to parts becoming hard to obtain.

 

Transportation has procured all items on the current Fixed Asset List and has identified $50,000 of savings from Road Fund and $23,000 from SB1 dollars. Transportation is requesting to spend $45,000 from Road Fund savings and $12,000 from SB1 savings on the respective pieces of equipment. Both pieces of equipment are an integral part of services performed in Maintenance and Operations. Sanders are essential pieces of equipment in the winter time to prevent roads from being slick. The replacement combo sander would allow staff to brine and spread sand for both anti-icing and de-icing operations. Similarly, the berm machine is used by road crews and bridge crews to complete their jobs in the field when repairing, replacing or constructing curbs throughout the county.

 

ALTERNATIVES

The Board may elect to not approve the additional fixed asset items to be included on the FY 2019-20 Fixed Asset list; however this would leave Transportation with a forty-seven (47) year old berm machine and a thirty (30) year old sander.

FINANCIAL IMPACT

Funding for the equipment is available in the Road Fund due to Road Repair and Accountability Act of 2017 (SB1-RMRA) and Road Fund revenue. The proposed additional fixed asset items result in no increase to Net County cost due to savings realized from the procurement of all other items on the fixed asset list. No budget amendment is needed to purchase the items as sufficient appropriations remain in Fixed Assets due to savings experienced in other items.
