DISCUSSION / BACKGROUND

On January 17, 2020, the California Department of Public Health (CDPH), Division of Communicable Disease Control (DCDC), released a notice to Public Health Officers indicating it had received $35,000,000 in one-time funds for local public health infrastructure to address infectious disease prevention and control. This solicitation was presented as a Notice of Award, asking the Public Health Officers to respond indicating the funding would be accepted, followed by the completion and submission of forms attached to the notice. El Dorado County’s allocated share of this award is $212,361.47. 

 

The original deadline for grant submission was February 10, 2020; however, on February 7, 2020, CDPH extended the grant deadline until March 2, 2020. In this unusual circumstance, CDPH is asking local health jurisidictions to accept the funding and simultaneously submit all required grant documents, which include a scope of work, timeline, budget, and other miscellaneous forms. According to CDPH, the scope of work and timeline will then be used to generate a grant award agreement. The award letter futher indicates a Minute Order issued by the Board is required as a part of any agreement between CDPH and the local health jurisdiction.

 

HHSA intends to use the one-time funding to target specific interventions benefiting communicable disease prevention including outreach and education activities, and staff training, as well as bolstering vector control efforts. It may also include sub-awarding portions of the funding to community based organizations to facilitate the disease prevention activities outlined in the plan. As the funding available is anticipated to be one-time only, HHSA is interested in achieving positive, long-term outcomes without incurring additional long-term fiscal obligations. It is also HHSA's intent to return to the Board, seeking the Board's approval to execute the funding agreement generated by CDPH after said agreement has been reviewed by Counsel and Risk Management, thereby providing the Board with the opportunity to approve or disapprove of the specific details of the grant project prior to execution. 

 

ALTERNATIVES

Should the Board decline to accept the funding available, the Health and Human Services Agency would not be able to make use of the available one-time funding.

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

Participation in this funding opportunity has no immediate impact on County General Fund. The available funding for this opportunity is limited to the three year term of the grant; therefore, it is not anticipated to request addition of permanent positions related to this funding. That being said, the $212,361.47 allocation constrains administrative spending to no more than 25% of the award ($53,090), which could potentially result in additional County General Fund or Public Health Realignment being required to supplement the administrative costs associated with management of this funding. HHSA intends to return to the Board with a budget transfer request subsequent to receiving a fully executed funding agreement from CDPH.
