DISCUSSION / BACKGROUND

In April 2019, the Board implemented the Voter’s Choice Act in the County. The Act includes vote-by-mail, voting centers, and drop boxes for voting. Historically, the Elections Department has used volunteers and extra help personnel to staff precinct polling locations. With the addition of these new voting opportunities, the duties and responsibilities the volunteers and extra help staff is responsible for have changed. Duties that previously may have been assigned to a volunteer now need to be completed by County staff due to the higher level of responsibility and security required. One example is traveling to various remote community locations in pairs of two to retrieve ballots from community drop boxes. Due to the changes in responsibility, the Elections Worker - Extra Help class specification was revised to reflect the current duties.

 

ALTERNATIVES

The Board could choose not to adopt the revised class specification and instruct Human Resources to find an alternative means of accomplishing the duties needed by the Elections Department.

 

PRIOR BOARD ACTION

Legistar #:19-0633, which implemented the Voter Choice Act in El Dorado County, was approved by the Board on April 23, 2019.

FINANCIAL IMPACT

The revisions to the class specification will not result in any financial impact, as there are no corresponding changes to the compensation structure.
