Elections Office recommending the Board consider the following:
1) Approve and authorize the Registrar of Voters to sign "Voters Choice Act Implementation Agreement" No. 19S10054 with the State of California for $212,236 to fund Vote Center implementation and outreach materials required by the Vote Center Act (VCA); and
2) Approve and authorize a budget amendment to increase revenue and appropriations to the Elections Department for Fiscal Year 2019-20 by $100,000, with the remaining funds to be budgeted in FY 2020-21.

DISCUSSION / BACKGROUND
The funds are made available through the state and federal Help American Vote Act (HAVA). The funds will be used for things such as: new voting systems, vote-by-mail drop boxes, electronic connections between county and vote centers, vote-by-mail processing equipment, mail tracking. These funds will also be used to recover the cost of implementing SB 450 (Voter Choice Act) including, printing, advertising, mailers and translations.
The funds are retroactive back to January 1, 2019 and expire December 30, 2020, the funds will cover the cost of required SB 450 mailers and advertising for the Presidential Primary Election, November 3, 2020.
