DISCUSSION / BACKGROUND

In April 2019, the Probation Department (Probation) was notified by the Board of State Community Corrections (BSCC) of $7 million available for local corrections agencies for a statewide mental health training initiative. The goal is to provide funding to local corrections agencies to provide critical mental health related training to staff. To receive funding, to be dispersed on a per capita basis, Probation completed and submitted a needs assessment survey to BSCC in May 2019. There was no advance notice stating any award funding would have to be included for Fiscal Year 2019/2020 (19/20).

 

In August 2019, Probation was notified of a Federal Justice Assistance Grant through BSCC in the amount of $26,460. Subsequent to the notification, Probation staff has worked with BSCC to clarify and finalize the language of the grant agreement.  Staff is now requesting the Board of Supervisors approve and authorize signature and acceptance of these grant funds.  Probation will not receive the funds until the Grant Agreement is signed and submitted.

 

Grant funds will provide for:

1) Mental health related training for local corrections staff

2) Instructor training for the new Behavioral Health training included in all three Standard for Training and Corrections (STC) core training programs (Juvenile Corrections Officer, Adult Corrections Officer, and Probation Officer)

Eligible training must be performed by September 30, 2020.

 

The grant conditions require recipients to establish a separate trust account for the deposit of expenditures of the funding. Upon Board authorization of establishment of a trust account in order to receive the grant funds, a budget transfer will be submitted to the Chief Administrator’s Office for approval as this revenue was unaccounted for in the original 19/20 budget.

 

ALTERNATIVES

If the Grant Agreement is not signed and submitted, Probation would not have the opportunity to receive $26,460.00 in funds to be used for staff mental health training.

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain the Chair’s signature on Resolution 031-2020.

2) The Clerk of the Board will return one (1) certified Resolution 031-2020 to Probation.

3) The Clerk of the Board will obtain the Chair’s signature on the original budget transfer and will forward the budget transfer to the Auditor/Controller for processing.
