DISCUSSION / BACKGROUND
On November 19, 2019 the Board authorized the Registrar of Voters to sign Voting System Replacement Agreement 18G30109 Amendment 01 with the State of California (Legistar 19-1525) for funding to implement vote centers in El Dorado County. This item also authorized a budget amendment to increase appropriations in the Elections Department for this purpose for approximately $1,556,000. At this time, a budget amendment was also approved adding $409,742 to the Fixed Asset list for equipment and software purchases, based on preliminary estimates from vendors.

Elections now has a more accurate estimate of the dollars required for these Fixed Assets, based on invoices received from Dominion, and needs to transfer an additional $237,446 from Special Projects account 4500 to Fixed Assets--$201,914 to account 6042 for computer system equipment and $35,532 to account 6046 for related software. This action increases the fixed asset amount for the Voting system and places the remaining components of the new voting system onto the Fixed Asset list, including the Remote Accessible Uniformed and Overseas Absentee Voting module (UOCAVA). A revised list of items purchased from Dominion assigned to fixed assets is included on Attachment B of this item.

The budget transfer does not increase the total appropriations or revenues for the department, and therefore does not require a 4/5 vote to approve.
