Title

DISCUSSION / BACKGROUND:

Health and Human Services Agency (HHSA) recommending the Board authorize the Director of HHSA to accept new funding from the California Department of Health Care Services (DHCS) to provide County-Based Medi-Cal Administrative Activities (CMAA).

 

On February 7, 2020, HHSA received DHCS’ revenue agreement for the County to perform CMAA on behalf of DHCS.  CMAA will assist in the proper and efficient administration of the Medi-Cal Program by improving the availability and accessibility of Medi-Cal Services to Medi-Cal eligible and potentially eligible individuals and their families.  For execution of this agreement, the signed documents are due back at DHCS by April 30, 2020.

 

CMAA activities include, but are not limited to, attending or conducting general, non-medical staff meetings, developing and monitoring program budgets and/or site management, and general non-program supervision of staff.  This also includes staff break time and any time spent filling out a Time Survey Form, Medi-Cal Outreach, Referral, Coordination, and Monitoring of Medi-Cal Services, Facilitating Medi-Cal Application, Arranging and/or Providing Non-Emergency, Non-Medical Transportation to a Medi-Cal Covered Service, Contract Administration for Medi-Cal Services, Program Planning and Policy Development for Medi-Cal Services, Medi-Cal Administrative Activities (MAA)/Targeted Implementation Training, general administration, and paid time off.

 

HHSA has contracted with DHCS for CMAA services since 2014.  Historically, the Board has delegated authority to the HHSA Director to sign the agreement, the most recent resolution being Resolution 065-2019 (File ID:  19-0531, Item No. 19).  Currently, DHCS is requiring a resolution that designates an authorized signer by name and title.  Therefore, HHSA is requesting the Board sign this Resolution in lieu of a current resolution delegating an authorized signer by name.

 

ALTERNATIVES:

The Board could choose not to sign the Resolution, thereby hindering HHSA’s ability to provide timely CMAA on behalf of DHCS, thereby limiting HHSA and DHCS’ ability to fund Medi-Cal Administrative Activities.

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  Sufficient revenue and appropriations were included in the Fiscal Year 2020-21 Budget request, and will be included in future budgets for the term of the Agreement.
