DISCUSSION / BACKGROUND
On August 17, 2019 (Legistar file 19-1571), the Board approved a budget transfer for the Sheriff to draw down $30,000 from its Custody Services special revenue fund to participate in a regional effort, lead by Sacramento County to explore the feasibility of a regional in-custody mental health facility. Sacramento conducted a Request for Proposals (RFP) process to identify a consultant to complete the feasibility analysis. The Sacramento County Board of Supervisors awarded the RFP and approved a contract with CGL Companies, LLC in the total amount of $603,895. The costs of the study will be shared by the participating counties, based on each county's proportionate share of population. Contribution amounts are:

Contra Costa $163,584.67
El Dorado $ 27,151.11
Nevada $ 13,997.29
Solano $ 62,455.55
Sutter $ 13,797.18
Yolo $ 31,500.56
Yuba $ 11,026.99
Sacramento $280,381.64

The Sheriff's Office believes that even with the construction of the jail expansion facility, additional bed space will be needed in the region for incarcerated mental health patients.

ALTERNATIVES
The Board could choose not to participate in the study.

PRIOR BOARD ACTION
Legistar file 19-1571, on August 17, 2019 authorized a budget transfer to fund the County's participation in the study using the Sheriff's Custody Services special revenue fund.
